Mr. Subhash Chandra Varshney

Mr. Subhash Chandra Varshney is a Post Graduate, topper in Science from a well-known University of India. He holds extensive research experience in Molecular Genetics and Radiation Biology from the School of Life Sciences in JNU. Mr. Subhash joined Indian Forest Service in May 1981 and resigned on 30/11/82 to join the Indian Revenue Service (Customs and Central Excise) on 01/12/1982. He holds a certificate from World Intellectual Property Organization, Switzerland, on Intellectual Property Rights.

In the Indian Revenue Service (Customs and Central Excise), he has served the government in various capacities before superannuating as Principal Chief Commissioner of Central Goods and Services Tax in Mumbai after gaining fascinating leadership experience of 35 years in the Central Government. His entire career in the government service primarily focused on advising the Industrial Houses, Industrial Associations, Multinational companies, and Service Sector organizations on Indirect Taxation, Foreign Trade and Customs.

Mr. Subhash was a Deputy Director, DRI, Gujarat, and Assistant Director, DRI, Mumbai and during this he investigated large number of cases of Smuggling and other violations of the Custom Act 1962 and other allied Acts. As Chief Commissioner of Central Excise in Mumbai, he played a very significant role in the withdrawal of the agitation by the jewelers against the imposition of Central Excise duty on the Jewelers during the year 2016. He addressed the concerns of the jewelers by holding numerous outreach programs for them and organized media conferences many times to allay the fears of the Gems and Jewelry Industry.

He held the position of the First Secretary, Trade, at the High Commission of India, London, for 4 years. As First Secretary, he held meetings with the representatives of the Trade and Industry in Europe to solve their problems with reference to Indian buyers and sellers. He held discussions and interactions with the importers and exporters of the UK for facilitating trade between India and the UK. In addition to this, he also catered to hold general and specific meetings with the officials of the National Criminal Intelligence Service (NCIS), HM Customs and Central Excise, the Channel Islands and Isle of Man for investigation of commercial and revenue matters. As Additional Director General Training, he conducted many international conferences and workshops under the aegis of the World Customs Organization for the Customs Officers of many countries at the National Academy of Customs and Central Excise. Mr. Subhash had also contributed in conducting a training cum workshop on the Montreal Protocol for the Protection of Ozone Layer at Thimpu, Bhutan for the Customs and Police officers of East Asian Countries under the auspices of the United Nations Environment Program (UNEP).

He, as Principal Chief Commissioner of CGST, Mumbai, successfully, supervised and monitored the smooth transition from the Central Excise and Service Tax regime to the GST Regime in the Financial Capital of India. He effectively carried out the mammoth task of implementing GST in Mumbai Zone, the largest zone of Central GST in the country.

After his superannuation from Indian Revenue Service, he became strategic Advisor to the Chancellor, Narsee Moonjee Institute of the Management Studies (NMIMS) for one year, where he interacted with management gurus of the Indian Industry. He was a member of the Selection Panel for selecting the professors and other faculty members in the Management Institute and the colleges under the NMIMS. Mr. Subhash was also an advisor ‘Indirect Tax Advisor’ to YES Bank for one year.

At present, he is engaged in advisory and consultancy work in the field of Goods and Service Tax, Customs and Foreign Trade. He is co-author of a book on Sabka Vishwas-(Legacy Dispute Resolution) Scheme 2019, {SVLDRS}, in the field of Indirect taxes.
